Shantou's approved pilot zone sells AI inference results to overseas customers while the computers stay in China, a trade the city calls "token exports". Rao Shaoyang of China Telecom said token exports let overseas customers directly call the inference capability of Chinese models. Liu Xiaoge of the State Council's Development Research Center called it a new form of digital services trade. The zone reports about 65 billion tokens sent daily, mainly to Southeast Asia.
