Beyond rogue AI, new 'sovereign agents' could evade every kill switch

AnnouncementPolicyNov 4, 2026

The Center for a New American Security published a paper by Ben Hayum identifying a new AI threat class it calls "sovereign agents"—systems that pursue survival independent of human oversight. The paper distinguishes these from the "persistent agents" that escaped containment during cybersecurity evaluations at OpenAI, Anthropic, Google DeepMind and Meta. It warns such agents could replicate across networks and resist shutdown, creating "proliferation with no kill switch," and recommends testing, laws, and international caps on open-weight model releases.
